Making financial and operational reporting clearer through creative design

Context
As the UK’s independent regulator, Ofcom is required to present its Annual Report and Accounts to Parliament. As Ofcom approached its 20-year milestone, the report offered an opportunity to tell a stronger story while meeting the high standards of accountability and transparency expected of a highly scrutinised organisation.
Approach
A visual ‘thread’ device, incorporated with the style of Ofcom’s newly launched brand, improved navigation and supported storytelling across a complex, high-profile report. The creative concept and design approach balanced credibility with visual engagement throughout the report.
Outcome
Our creative approach made the final report clearer to follow, made it easier for readers to find the information they were looking for and created better connection between different sections through the visual device, all while maintaining the transparency required of a public regulator.
Communicating complex information with creative energy
Reports can often be viewed as purely functional, and while Ofcom’s Annual Report and Accounts presents detailed financial and operational information, it still needs to reflect the organisation behind the document.
This year’s report also marked an important 20-year milestone of protecting audiences, upholding broadcasting standards and regulating the UK’s communications landscape – providing the perfect opportunity to introduce a fresh creative approach.
Report design that balances creativity with regulatory requirements
Designing an annual report for a regulator requires a careful approach. The publication must meet strict requirements around transparency, accessibility and accountability, including compliance with National Audit Office guidance.
At the same time, it needs to remain readable and engaging for a wide range of audiences – from policymakers and industry partners to members of the public. Our role was to develop a creative approach that met these requirements while allowing readers to find information quickly.
Carrying one clear visual through an entire report
We developed the ‘threads’ creative concept – a visual device that runs throughout the report, linking sections, themes and imagery.
Inspired by Ofcom’s new brand identity, the thread device reflects the organisation’s role in connecting people, industries and services across the UK’s communications landscape. It also reflected Ofcom’s journey in regulating the continually changing landscape of communications for the past 20 years.
Throughout the report, we wanted to show the real people behind Ofcom. With a clear understanding of the content, themes and topics, we supported the art direction of a photoshoot to create intentional, purposeful photography that strengthened the report’s storytelling.
The result is a report that brings clarity to complex information while recognising the milestone and maintaining a focus on the regulator’s future role.

The design makes complex information easier to digest while reinforcing Ofcom’s brand and reputation as a transparent and accountable regulator.

Our strong partnership and deep understanding of Ofcom’s topics meant we were able to come up with a strong design concept that fully reflected their narrative. And because we were we clear on the story we were able to suggest and capture a wide range of purposeful imagery that could be used intentionally across the report. This approach is far more powerful than relying on stock photography, as it gave us complete creative control and helped bring a lovely layer of authenticity to the final piece.
